Software that is not already available through CU Software Licensing will need to undergo a Technology Risk Assessment through the IT Security Office. See The Technology Risk Assessment Process below.
For any proposed administrative IT application or related service, you must submit a Statement of Need to IT Governance to request any administrative IT application and related service. See For Administrative IT Applications and Related Services below.
The(TRA) will identify risks, estimate the level of exposure to the university, and suggest actions that can be taken to address the risks. Procurement Services may be able to amend the vendor’s contract language to mitigate the risks identified.
Complete the. Your selections on this form will determine the need for a TRA.
If a TRA is not required, you will receive an email immediately that provides official notification that what you are purchasing does not require a TRA, and the procurement of the product can proceed. Attach the official notification to your purchase request.
If a TRA is required, an IT Security manager will review the request (usually within two business days). If the manager determines a TRA is not required, you will receive an email with that decision. That email would also serve as official notification to proceed with procurement.

A Statement of Need is required for any administrative IT application or related service that would require internal or external IT expertise or effort, or products, tools, or resources to develop, purchase, alter, upgrade, decommission, etc., an IT application or service, regardless of source of funds or availability of staff time. This includes IT applications or related services that are planned for use within a single department, center, college, or unit if the application requires expertise beyond that which a non-IT functional end user could provide.
