Facilities and Administrative Cost rates announced for FY2017 - FY2021

The Division of Financial Affairs is pleased to announce that it has negotiated Facilities and Administrative (F&A) Cost rates with the federal government for the five year period beginning July 1, 2016.  

In addition to changes in the rates for research activity, a campus-wide rate category has been established for “Other Sponsored Activity.” This is for functions other than research, and will most commonly be used for extension, conferences, or in areas such as the libraries or museum. There is also a new rate for “Intergovernmental Personnel Agreements,” a mechanism used for faculty on assignment at a federal agency for an extended period.

In accordance with 2 CFR 200, Appendix III.G.7 (“Fixed Rates for the Life of the Sponsored Agreement”), this change only affects new awards made, or existing awards amended to provide additional time and funding, on or after July 1, 2016.   F&A for awards made prior to that date are frozen at the rate schedule in effect on June 30, 2016.   Sponsored Financial Services will review awards made since July 1, 2016 and departmental action should not be necessary.

The approved rates are as follows. All rates are based on Modified Total Direct Cost (MTDC).

FY17 (July 1 2016-June 30, 2017)

  • Endowed College Research: 61%
  • Contract College Research: 55%
  • Campus-Wide Other Sponsored Activity: 37%
  • Campus-Wide Interagency Personnel Agreements: 5.7%

FY18 (July 1 2017-June 30, 2018)

  • Endowed College Research: 63%
  • Contract College Research: 56%
  • Campus-Wide Other Sponsored Activity: 37%
  • Campus-Wide Interagency Personnel Agreements: 5.7%

FY19 (July 1 2018-June 30, 2019)

  • Endowed College Research: 64%
  • Contract College Research: 57%
  • Campus-Wide Other Sponsored Activity: 37%
  • Campus-Wide Interagency Personnel Agreements: 5.7%

FY20 (July 1 2019-June 30, 2020)

  • Endowed College Research: 64%
  • Contract College Research: 57%
  • Campus-Wide Other Sponsored Activity: 37%
  • Campus-Wide Interagency Personnel Agreements: 5.7%

FY21 (July 1 2020-June 30, 2021)

  • Endowed College Research: 64%
  • Contract College Research: 57%
  • Campus-Wide Other Sponsored Activity: 37%
  • Campus-Wide Interagency Personnel Agreements: 5.7%

All Years (July 1, 2016 – June 30, 2021)

  • Off-campus activity (Research & OSA):  26%
  • Off-campus activity (IPA): 5.7%

The Facilities & Administrative Cost Rates page has been updated. Our next “base year” is scheduled for FY2020 and we expect our next F&A rate negotiation to be in the summer of CY2021. We appreciate the cooperation shown by the entire campus during our rate development and negotiation process, and especially the units that were visited by the federal government as part of its review.
