  Facilities and Administrative Cost Rates

Cornell and the federal government have negotiated Facilities & Administrative Cost (F&A) Rates for the period of July 1, 2005 through June 30, 2009 (FY06-FY09).  Complete information for all years of the agreement are available here .

For the 2005-06 fiscal year only, the rates are as follows.  See the link above for other years.

Endowed Colleges: 58%.
Contract Colleges (including Geneva) - Research: 53.5%
Contract Colleges - Educational Service: 56.7%
NAIC/Arecibo: 11%
Off-campus: 26%.

In accordance with OMB Circular A-21, section G.7, F&A rates are fixed for the non-competitive life of the award.  The new rates apply only to new awards issued after July 1, 2005.  Those awards issued after July 1, 2005 at the Contract College provisional rate of 56% will be adjusted in November by Sponsored Funds Accounting to 53.5%.

  Cornell Partners to Develop New Finance System for Higher Education

Cornell University partnered with several other institutions and organizations to develop a community source finance system for higher education.  The project, called "Kuali," funded in part by a grant from the Andrew W. Mellon Foundation, will be distributed without license fees and available free of cost to all institutions of higher education.  The project partners have contributed individually to the project, with Cornell's contribution consisting of full-time technical staff.

The Kuali system modules, which are based on the functionality of Indiana University's Financial Information System, will be developed in phases over the next two and a half years.  The modules include a chart of accounts, general ledger, workflow, and capital assets management, to name a few.

Cornell activities to date include evaluating Indiana's functionality via a series of internet demonstrations and initiating a chart of accounts evaluation effort. Also, Cornell contributors are collaborating with Kuali partners at the board level and with functional colleagues at partner institutions to design and develop the system.
